Lead Process Safety and Loss Prevention Engineer

PRINCIPLE ROLE AND RESPONSIBILITIES

• Be responsible for all process safety related issues including flare and pressure relief systems in the engineering deliverables. Be able to identify areas of improvement toward designs or alternative selections which will be further studied by Engineering contractors.
• Manage Engineering Contractors’ deliverables; assist in planning, as well as coordination and supervision of the production of all process safety related deliverables for the project.
• Review and ensure process safety related deliverables meet the project requirements. Ensure that other disciplines’ inputs and safety studies recommendations are incorporated into the engineering design.
• Review all vendor data, solicit specific input from affected disciplines, and verify return comments on ‘coded’ documents within the allocated timeframe.
• Be responsible for the procurement of all safety related packages in VBGP. Coordinate with Procurement Team to ensure the procured items are delivered to the site as scheduled. Coordinate with package engineers to ensure procured items are handled, stored, delivered correctly & properly to meet approved project handling procedures, project specifications & requirements.
• Raise any issues which affect the quality, schedule or integrity of the design to Deputy Engineering Manager.
• Participate in and to be the mentor for project on-job training program

QUALIFICATIONS AND EXPERIENCE:

Education:

• Bachelor’s Degree in related engineering fields (process engineering, chemical engineering or mechanical engineering) OR General Science Graduate with studies in Loss Prevention. Advanced degree is preferred.
• Professional certification in process safety / loss prevention by a recognized certifying organization.

Experience:

• Minimum 12-year experience in oil and gas or petrochemical process safety industry with at least one oil and gas offshore (CPP scale) project. A minimum 8 years in Senior and 5 years in Lead Engineer roles is required.

Specific Knowledge:

• Expertise and proven record of conducting PHA studies including Fire and Gas Explosion Consequence Analysis, QRA, Safety Cases, HAZOP, HAZID, SIL, LOPA, Identification of SCE and Performance Standard, etc.
• Expertise in fire and safety engineering standards such as NFPA, API, etc.
• Strong technical background with extensive experience in process engineering.
• Good knowledge of engineering and construction, maintenance and operation of oil and gas process system.
• Good knowledge of design principles and engineering standards, especially Vietnam’s technical standards.
• Excellent interpersonal and leadership skills with the ability to work in a multinational project team and ability to develop strong working relationships with Contractor(s).
• Good command in English, writing, listening and speaking
• Good mentoring skills
• A willingness to train and develop staff.
• A good level of patience and negotiation skills.
• Effective teamwork.

• Business Understanding:
• Understanding of contractor, supplier’ s functions and their capacity of supply.
• Ability to provide input to and to evaluate CAPEX and other costs in cost/benefit or lifecycle analysis.
