Job Description
- Control all issues related to Cost & budget according to DEV Department’s administrative requirements.
- Lead and supervise the Cost team and be the focal point reporting to the Head of Project Services and Head of Project Development.
- Act as the main focal point for preparing and monitoring the Work Program & Budget. Recommending Budget Expenditure Authorization, including providing information/data on the status of Work Program & Budget implementation for various Reports.
- Collect, check and collate detailed cost data from internal financial and cost systems, from stakeholders and 3rd party Contractors.
- Responsible for overall coordination of input cost parameters (analysis, prediction and reporting) from Teams at different construction sites of EPCI packages, human resources costs of 3rd party Contractors and aggregated into the Monthly Expense Report.
- Maintain the Costing log system, including but not limited to Requisitions, Job Offers, Change Requests, and Retail Service Contract forms, and update the Workforce Costing tool.
- Liaise closely with the Finance and Accounting Department on cost-related issues corresponding to the department’s financial & cost control software system.
- Participate in cost estimation (making Purchase Requests on SAP system…) for joint bidding activities when required.
Job Responsibilities
- Comply and manage processes & Cost management system (CMS). Establish a registration process and update/track other small project costs not covered by the EPCI Contractor.
- Manage project cost interfaces and ensure project and financial coding system guidelines.
- Overall review and direct the preparation of monthly VOWD (financing estimate), cost estimate as completed (EAC), commitments, Funding and other cost information in the daily reporting cycle month.
- Provide input from the DEV Department to the Investment Economics Department (BID) to protect the annual Work Program & Budget plan in Meetings with the Technical/Executive/Management Council ( TCM/OCM/MCM).
- Directs the preparation of cost information for Project Expenditure Authorizations and possible additional amounts.
- Coordinate input information and prepare cost reports for the DEV Department at the specified time according to the Project’s reporting process
- Direct other special reports as ordered by the Head of Project Services and other functional departments.
- Coordinate the preparation of project cost estimate updates and support other estimate-related activities.
- Manage the Project’s technical cost system change administration process and ensure maintenance of database/registration and recording of cost information in as-built estimates (EAC).
- Direct the regular assurance/verification of data maintained in the Cost Management System, Sun system, Variance Registration system, Contract Change Registration system, Contractor’s notes and Requirements Third Party service providers.
- Monitor commitments, budgets and expenditures.
- Responsible for reporting and overall cost estimation of the Owner group.
- Work interactively with the Project Management Team, contractors, subcontractors, suppliers and other parties as needed to ensure cost control.
- Ensure verification of invoices from EPCI contractors at construction sites is carried out in accordance with prescribed procedures.
- Manage budget allocation and maintain cost records.
- Identify risk cost items and have mitigation plans.
- Development support activities to ensure Vietnamese personnel receive on-the-job training and professional development contribute to the maximum contribution to the success of the Project.
- Responsible for delivering project planning services according to agreed requirements and specifications.
- Responsible for decisions related to project planning.
Job Requirements
- Bachelor of Engineering/ Business Administration/ Financial Accounting, higher qualifications are an advantage
- At least 8 years of experience in project planning and control, including 5 years of experience in cost control for large oil and gas projects at Companies/Contractors/consultants in the Oil and Gas industry.
- Experience managing change processes, including performing time impact analysis across project phases.
- Experience supporting the development of project implementation strategies, technical processes and project management.
- Good understanding of cost factors in Vietnam and Southeast Asia in the areas of engineering, procurement, manufacturing, including Onshore Operations, Installation, Connection and Offshore Operations.
- Skills in using MS Office at a high level, especially Excel and Pivot tables, Pivot diagrams. Experience using SAP software and SUN system
- Familiar with activities and tasks related to engineering, procurement, manufacturing, installation, commissioning and start-up of major Oil and Gas projects.
- Good skills and flexibility in prioritizing and tightly controlling work deadlines, prioritizing continuous changes with the highest standards
- Ability to work in a multicultural environment, work without supervision, accept responsibility and act on instructions.
- Good analytical and problem-solving skills with good technical capacity in many professional fields related to parties inside and outside the Company.
