JOB DESCRIPTION

  • Advise the Project Director, Division Leadership, and Corporation’s Executive Board on solutions to complete daily and scheduled project-related tasks.
  • Specifically advise on design, construction, and other project development tasks for Corporation such as Environmental Impact Assessment, scheduling, preparing technical specifications, technical evaluation, technical supervision, design-calculation, manufacturing-construction installation, testing, commissioning, launching, sea transportation (if any); address technical issues arising during project implementation, risk analysis, and propose corrective measures during project monitoring.
  • Participate in drafting tenders and important contracts with other departments of Corporation, provide opinions on legal, commercial, technical issues, and assess contract drafts, participate in negotiations, preparation, and advisory for contract signing; participate in drafting, negotiating, and managing partnership agreements, joint ventures, and alliances where one party is Corporation.
  • Advise and guide project implementation to ensure absolute safety, quality, schedule, cost at or below the approved estimate, overall efficiency, and maximum financial efficiency, achieving highest customer satisfaction for Corporation.
  • Participate in the specific project implementation when assigned, including organizing human resources and technical facilities, related documents and files.
  • Advise and guide the process of building, improving, and upgrading the project management system, database, economic and technical norms as per the plan to enhance competitive capacity in project development.
  • Strictly adhere to current regulations.
  • Participate in building, improving, and upgrading systems, enhancing competitive capability, developing databases, economic and technical standards for construction and project implementation.
  • Coordinate, share experiences, conduct internal training, guide colleagues in the Division to develop professional capacity and experience.
  • Report lessons learned during project implementation.
  • Assume positions in specific projects as assigned by the Director of Corporation/Division Leadership.
  • Organize and conduct internal training in Corporation/Division/Project Division to disseminate knowledge and professional experience.
  • Perform other tasks as directed by the Corporation’s leadership.

JOB REQUIREMENTS

  • Graduated from university or higher in one of the following majors: Economics, Law, Business Administration, Engineering, or equivalent.
  • At least 10 years of relevant experience in technical management for onshore and offshore oil and gas facilities, chemical plants, industrial projects, interface management in projects at equivalent positions.
  • English: TOEIC 800 or IELTS 6.5 or TOEFL ibt 75 or equivalent. Proficient in reading specialized documents. Fluent in presentations and work discussions.
  • Proficient in office IT (Word, Excel, PowerPoint, Outlook Express, Internet, etc.).
  • Extensively trained in engineering, law, commerce, finance, accounting, business administration;
  • Management skills, problem-solving, and decision-making skills;
  • Presentation skills; interviewing, evaluation skills;
  • Analytical and synthesis skills;
  • Forecasting, assessment, and risk prevention skills;
  • Well-versed in project management systems according to ISO 9001, ISO 14001, OHSAS 18001 standards;
  • Expert advisory skills in project management;
  • Deep consulting expertise in project contract terms, EPC/EPCI (T&I) contracts;
  • Project management consulting skills, managing projects according to PMP/PMI Standards;
  • Research & development skills in services, market (R&D);
  • Bidding skills;
  • Internal training/coaching skills;
  • Contract drafting, negotiation skills;
  • Project planning skills, capable of analyzing and solving problems effectively.
  • Able to take key positions in projects such as Project Manager, Deputy Project Manager, Engineering Manager, Construction Manager, Commissioning Manager, HSE Manager, QAQC Manager, Site Manager;
  • Clear understanding of the business model, management system, and operational scope of the Corporation; organizational model of oil and gas, industrial project management;
  • Knowledgeable in project management, ISO 9001, ISO 14001, OHSAH 18001, corporate culture;
  • Good health, high responsibility, creativity, and enthusiasm in work.
