Senior Cost Controller

Work Location(s): EPCI#2 Contractor’s Engineering Office & WHP Fabrication Site

RESPONSIBILITIES

  • Provides and checks EPCI#2 cost inputs into Annual Work Program and Budget based upon cost phasing as provided by Contractor.
  • Responsible for the initial preparation and setup of budgetary information and forecasts for the EPCI 2 Contract.
  • Maintains, monitors, and analyzes EPCI#2 cost commitments and expenditures in Cost Management system with special focus on “Pass-Through” and “Reimbursable” equipment, materials, and services.
  • Responsible for coordinating the review, validation, and approval of EPCI#2 Monthly Cost Progress and Milestone Cost Completion Certificates.
  • Review and validation of EPCI#2 draft and final invoices to determine accuracy and compliance with agreed progress, milestones, and reimbursable cost requirements and ensure all supporting documentation is provided.
  • Provides the monthly VOWD estimates from various sources and reviews EPCI#2 calculations with relevant Manager prior to submission to HCMC office.
  • Supports HCMC Cost Control activities for Company Site Team and Third-Party service costs, as required.
  • Transfers the project variances from the Variance Register into Cost Management System to ensure Current Budget and Forecast information is captured
  • Checks and reconciles EPCI#2 Monthly Actual Costs from FAD prior to uploading into Company Cost Management system.
  • Interfaces with Home Office Senior Cost Controller to ensure consistency between the cost data reported by EPCI 2 Contractor.
  • Works in conjunction with HCMC Cost Team to ensure all cost data is reported in accordance with project procedures and corporate compliance.
  • Generates monthly project costs reports inclusive of Commitments, Expenditures, Budget Information and Forecasts.
  • Runs reports against Approved Budgets and Approved Contract Values.
  • Flags to Home office Project Controls team any over-runs or non-conformances with approval processes.
  • Supports to other Project Controls functions which may be identified during execution.
  • Performs self-audits on system data and participates in annual and corporate audit processes.
  • Enhances EPCI#2 project performance metrics tracking, including cost benchmarks for future phases.
  • Reports on overall spend metrics, develops value earned forecasts and maintains EPCI#2 Cost Dashboard.
  • Responsible for raising EPCI#2 related Requests for Work Estimates (RWE), review of EPI#2 Contractor Work Estimates (CWE), raising EPCI#2 Approval of Work Estimates (AWE), raising EPCI#2 Management of Change (MOC) requests, and maintaining registers.
  • Responsible for maintaining “Defense Position” Logs.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in engineering or business administration.
  • Membership of a recognized professional engineering association/institution.
  • Good command in English (writing, listening, and speaking).
  • A minimum of 5 years’ experience in project cost control, of which 3 years must be in senior position on Oil & Gas major projects with an Oil & Gas company or Consultant /Contractor.
  • Knowledge of applications relating to cost, finance, planning and risk with focus on forecasting and mitigation.
  • Experienced in change management process, including carrying out time impact analysis during all phases of the project.
  • Familiar with activities and tasks related to engineering, procurement, fabrication, installation, commissioning, and start-up of Oil & Gas major projects.
  • Proven experience in assessing Contractor’s claims.
  • Hands on experience in developing cost control and forecasting using Excel based spreadsheets and software packages.
  • Strong analytical and problem-solving skills with sound technical competence in multiple discipline areas.
  • Able to work independently and have a methodical approach to verification of data.
  • Good understanding of Contractor cost drivers in the various Engineering, Procurement, Fabrication, including Onshore Commissioning, Installation and Hook-Up and Offshore
  • Commissioning. Specific skill in analyzing claims and preparation of “Defense Positions”.
