RESPONSIBILITIES
- Define the Mechanical requirement for the facilities development and ensuring correct implementation during design, fabrication, installation and commissioning phases of EPCI#2 facilities.
- Provide input to the Mechanical engineering and design of Contractor scopes of work.
- Ensure that equipment/systems/packages specification(s), design and vendor selection consider operability and maintainability to meet the production availability targets. Liaise with the Project Operations team on maintenance aspects of the design.
- Ensure Mechanical related deliverables to be reviewed by the appropriately experienced engineers/designers of Mechanical discipline of the company. Manage to return comments on time as per agreed review cycle.
- Review and check Mechanical deliverables and those from other disciplines which interface with Mechanical.
- Provide discipline approval for all Mechanical final design documents.
- Participate in deign reviews including HAZOP, HAZID, SIL, HFE and 3D model where applicable.
- Liaise with CA and other parties to resolve any issues relating to the Mechanical engineering and design.
- Raise any issues which affect the quality, schedule or integrity of the design to Deputy Engineering Manager (EPCI#2).
- Manage technical activities relating to procurement, including bid evaluation clarification and technical content of purchase orders, of equipment/systems/packages, etc.
- Ensure compliance of vendor equipment and package design and fabrication to the project specifications and applicable code(s).
- Supervise the review of vendor documentation for purchased equipment/system/packages and ensure that the equipment and material supplied complies with Company requirements as defined in the purchase documents. Approve vendor data final documents.
- Attend FAT’s for key equipment/systems/packages and ensure all Mechanical issues are closed out prior to shipping.
- Support Commissioning and Start-up teams with Mechanical issues.
- Provide guidance and training for junior engineers.
- Participate in and to be the mentor for the company on-job training program.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree (as a minimum) in Mechanical Engineering or closely related discipline.
- Minimum 10 years-experience with mechanical design, a minimum 5 years in Senior or Lead Engineer roles for offshore oil and gas project design.
- Experienced in both Client and Contractor roles is desirable. Exposures to operations is preferable.
- Experienced in commissioning and start-up of offshore topsides will be considered as an advantage but not essential.
- Deep knowledge of offshore platform topsides and package mechanical design including complex production platforms.
- Knowledge of inspection and testing requirements for equipment and packages including extensive experience of supervision of FATs.
- Knowledge of maintenance and repair procedures for offshore equipment.
- Deep understanding of applicable Codes, Standards and certification requirements for equipment, piping and offshore facilities, particularly relating to safety of design.
- Good understanding of offshore oil and gas safety, particularly relating to machinery and equipment. A broad understanding of other aspects of facilities including process, instrumentation and structure as they relate to the mechanical equipment.
- Good knowledge of design principles and engineering standards, especially Vietnam’s technical standards.
- Excellent interpersonal and leadership skills with the ability to work in a multinational project team and ability to develop strong working relationships with Contractor(s).
- Good command in English, writing, listening and speaking.
- Good mentoring skills.
- A willingness to train and develop staff.
- A good level of patience and negotiation skills.
- Effective teamwork.
- Understanding of contractor, supplier’s functions and their capacity to supply.
- Ability to provide input to and to evaluate CAPEX and other costs in cost/benefit or lifecycle analysis.
