JOB FUNCTION:

  •  Participates in preparation, technical and commercial evaluation of project and associated project service package (i.e. FSO, IVS, QA/QC, MWS, CAR…) as assigned in accordance with procurement procedure and applicable law.
  • Following award of project Contract provides purchasing and contract management undertaken by project Contractor. Coordinating input on all Procurement and Contractual matters from the various sites for presentation to Senior Management and expediting any required approvals.
  • Conducts research and collection of domestic and international market information related to the procurement activities in supporting Project.

RESPONSIBILITIES:

  • Participates as part of the evaluation team in reviewing and evaluating and support other associated project service package (i.e. FSO, IVS, QA/QC, MWS, CAR…), as assigned, in accordance with the approved procedures and processes and applicable law
  • Responsible for coordinating and issuing clarifications to Bidders as well as handling incoming responses.
  • At Engineering Office or Fabrication Site is accountable to the designated Manager on matters concerning procurement, contracts and services, reporting procurement status.
  • Acts as primary focal point for the commercial/legal reviews of any reimbursable procurement items based upon corporate policies and applicable law.
  • Cooperates with PMT to manage and control the procurement and purchasing activities in accordance with COMPANY policy and negotiated terms and conditions and ensure authorization as necessary to facilitate the timely purchase of material/equipment, establish PR, RFQ, ITB, PO, SO.
  • Executes contract and procurement strategies to support Project.
  • Coordinates with Contractor to prepare the Procurement Schedule in line with Engineering and Construction phases.
  • Monitors, strengthens and maintains a viable vendor network in the areas of quality, delivery and cost control.
  • Develops a system to evaluate vendor quotations that utilizes appropriate negotiation and purchasing techniques to ensure quality, price, delivery, and service.
  • Creates and implements KPIs for vendor quality and delivery.
  • Develops and implements action plans for improving low performing vendors.
  • Designs, implements and monitors procurement reporting systems to meet project requirements.
  • Reviews purchase orders, claims and contracts for conformance to project procurement and contract procedures and requirements.
  • Negotiates or supervises the negotiation of complex requests for reimbursable equipment, supplies, and services from suppliers and subcontractors.
  • Create tracking spreadsheets and reports.
  • Oversees spare parts procurement cycle including logistics.
  • Reviews Procurement Close-Out Report for Project

QUALIFICATIONS AND EXPERIENCE:

  • Educated to degree level in a relevant discipline from a recognized University.
  • Any additional qualification relating to Commercial Law, especially International, would be advantageous.
  • Membership of a recognized professional engineering association/institution.
  • A minimum of 12 years’ experience in Contracts and Procurement environment of which 7 years in needs to be on Oil & Gas major projects with an Oil & Gas company or Consultant/Contractor.
  • Minimum of 3 years in supervisory role.
  • Extensive skills in management, effective communication, conflict resolution and presentation ability. Strong level of interpersonal, oral and written communication skills with the ability to interface, interact and work with internal and external parties as required.
  • Experienced with establishment of various contract compensation methods and ensuring their most appropriate application and that they are fully and clearly defined within the agreement and scope.
  • Completed preparation of Insurance claims for Construction All Risk and able to establish and communicate with Assessors.
  • Experienced in establishing potential counter claims against Contractors in accordance with contract terms.
  • Understanding & knowledge of procurement tools, techniques, commercial frameworks and relevant regulatory / legislative requirements & ability to ensure compliance.
  • Able to work collaboratively with Contractors and Vendor(s) whilst ensuring that the Client’s best interests are protected.
  • Awareness of relevant technical issues.
  • Market knowledge and understanding.
  • Maintain awareness of supply market dynamics, including supply and demand constraints, overall market capacity, and client & competitor activity and positioning in the market.
