Job Purpose:

To lead all Safety Engineering activities and deliverables for the project and ensure timely completion to the required quality standards.

General Description:

Take the lead role in the safety engineering activities and directly reporting to Engineering Manager with the major responsibilities as followings:

  • Ensure that all legislative requirements relating to offshore facilities in Vietnam are complied with in respect to all aspects of safety are correctly implemented.
  • Provide skills, integrity and knowledge in key areas of discipline engineering, including design codes, legislative requirements and current good engineering practice. Understands clients’ needs; identifies and addresses design parameters and problems; develops and implements solutions.
  • Develop concept and feasibility studies for new and modification of existing facilities.
  • Execute and oversee safety engineering activities for Project within designated Cost Time & Resource (CTR) scopes. Identify and resolve safety issues which are critical for project objective, schedule and cost.
  • Must be able to lead and give direction to a team of engineers and designers/draftsmen to generate or work on discipline deliverables and drawings. Supervises the work of senior engineers, safety engineers and designers/draftsmen. Performs Inter-discipline & discipline QA/QC and engineering compliance checks on all work performed by engineers within the group.
  • Co-ordinate with other technical disciplines to provide responses to complex problems related to safety design, operability and availability, integrity, emissions, packages, equipment, etc. Provides technical advice (safety) to engineers from other disciplines.
  • Contribute towards HAZOP/HAZID reviews, project safety reviews, technical audits and value engineering during project implementation.
  • Be responsible for all safety engineering activities including dispersion modeling, explosion modeling, QRA and other safety studies as required.
  • Co-ordinate and review the safety studies conducted by Third Parties.
  • Participates     in   the   seminars/conferences/workshops   on   all   issues   related    to   Safety Engineering.
  • Responsible for the training and development of engineers in his/her section.
  • Prepare schedules covering his works when required by project controls section.
  • Implementing other assignments as required by Engineering Manager and/or Project Manager.

Qualifications and Work Experience required

Qualification:

  • Bachelor’s Degree in related engineering fields (process engineering, chemical engineering or mechanical engineering) OR General Science Graduate with studies in Loss Prevention. Advanced degree is preferred.
  • Professional certification in process safety / loss prevention by a recognized certifying organization.

Experience & Requirements:

The job holder should have the following:

  • A minimum 10 years of experience in oil and gas industry particularly offshore sector.
  • A minimum 3 years as Lead Safety Engineer in oil and gas projects. Has been in Lead Safety Engineer in a successful project from FEED/Detailed Design and Installation of CPP.
  • Expertise and proven record of conducting PHA studies including HAZOP, HAZID, SIL, LOPA, etc.
  • Experience in produce Safety Study Reports (QRA, Drop object, EERA, ESSA, FERA, NHRA, Hot Plume Study, SCE & PS, etc).
  • Knowledge of QRA techniques, preparation and analysis.
  • Expertise in fire and safety engineering standards such as TCVN, NFPA, API, CAP, SOLAS etc. for safety and firefighting systems and equipment.
  • Must be a skilled used of PIPENET and PHAST.
  • Experienced in developing all safety philosophies, PFD’s, P&ID’s, Safety Calculations, Safety Reports, Safety Drawings, etc.
  • Knowledge of design principles and engineering standards, especially Vietnam’s technical standards.
  • A broad understanding of other aspects of facilities including process, instrumentation and mechanical as they relate to the safety design.
  • A good command of English both verbal and written.
  • Have ability to organize own work and meet strict deadlines.
  • Ability to work in team environment.
