Job Purpose:

Providing day-to-day safety engineering activities, and report directly to the Engineering Manager / Lead Safety Engineer

General Description:
Directly reporting to Engineering Manager / Lead Safety Engineer with the major responsibilities as followings:

  • Develop Design HSE Philosophy, Safety Concept, Reports and check the documents/drawings, etc.
  • Produce deliverables as per project requirement. Provide idea or way out related with safety issues, etc. Raise any issues which affect the quality, schedule or integrity of the design to Engineering Manager / Lead Safety Engineer.
  • Conduct various safety calculation or initiate the preliminary design to support decision making process as assigned by Lead Safety Engineer. Be able to identify areas of improvement toward designs or alternative selections.
  • IDC coordination with other discipline, weekly reporting drafting progress, discuss the changes, difficulties or issues found in drawings/documents with Lead Safety Engineer.
  • Produce Technical Requirement for Safety Studies (HAZOP/HAZID, QRA, Dropped Object, EERA, Noise Study, Hot Plume Study, etc).
  • Review Safety Studies from Third Parties.
  • Assist the Lead Safety Engineer in ensuring that all design input data are complete, clear and fit to use.
  • Assist the Lead Safety Engineer in ensuring that the appropriate international codes, regulations, standards, practices and client rules are adhered to, and ensuring good quality design outputs as per relevant procedures.
  • Participate in Safety reviews, HAZOP, HAZID, SIL and model reviews where applicable.
  • Assist the Lead Safety Engineer for all safety engineering activities including dispersion modeling, explosion modeling, QRA and other studies as required.
  • Oversee review of vendor documentation for purchased equipment and approve final documents, if required.
  • Transfer knowledge and provide training to junior engineer as assigned by Engineering Manager / Lead Safety Engineer.
  • Implementing other assignments as required by Engineering Manager / Lead Safety Engineer

Qualifications and Work Experience required:

Qualification:

  • Bachelor’s Degree in related engineering fields (process engineering, chemical engineering or mechanical engineering) OR General Science Graduate with studies in Loss Prevention. Advanced degree is preferred.
  • Professional certification in process safety / loss prevention by a recognized certifying organization.

Experience & Requirements:
The job holder should have the following:

  • Minimum 7 years of experience in in oil and gas industry particularly offshore sector.
  • Minimum 3 years of experience in Senior Safety engineer position for offshore processing platform.
  • Experience in conducting PHA studies including HAZOP, HAZID, SIL, LOPA, etc.
  • Experience in produce Safety Study Reports (QRA, Drop object, EERA, ESSA, FERA, NHRA, Hot Plume Study, SCE & PS, etc).
  • Knowledge of QRA techniques, preparation and analysis.
  • Expertise in fire and safety engineering standards such as TCVN, NFPA, API, CAP, SOLAS, etc. for safety and firefighting systems and equipment.
  • Must be a skilled used of PIPENET and PHAST.
  • Experienced in developing all safety philosophies, PFD’s, P&ID’s, Safety Calculations & Schedule, Safety Drawings, Specifications, Datasheets etc.
  • Knowledge of design principles and engineering standards, especially Vietnam’s technical standards.
  • Understanding of other aspects of facilities including process, instrumentation and mechanical as they relate to the safety design.
  • A good command of English both verbal and written.
  • Have ability to organize own work and meet strict deadlines.
  • Ability to work in team environment.
